Responsibilities of the office

State policy and services

Leads the state executive and implements laws through ministries and agencies, including services within state responsibility.

Budgets and public money

Presents spending proposals to the House of Assembly. Public spending must follow the Constitution, appropriation laws and other applicable rules.

Executive appointments

Nominates commissioners for confirmation by the House of Assembly and assigns portfolios within the state executive.

Legislation

Considers bills passed by the House of Assembly for assent. The Constitution also provides a procedure for the Assembly to override withheld assent.

Accountability and limits

The governor is accountable under the Constitution. Courts and the legislature have separate powers. The office does not confer personal command of the armed forces or unlimited control over federal agencies and local councils.

About Ahmadu Umaru Fintiri

Ahmadu Umaru Fintiri is Governor of Adamawa State. He first won election to the office in 2019 and was re-elected in 2023.

Background and legislative career

Fintiri was born on 27 October 1967. Before becoming governor, he served in the Adamawa State House of Assembly and became its Speaker. This gave him experience in the institution responsible for state laws and scrutiny of the executive.

Acting governor and election

He served as acting governor in July 2014 after the impeachment of Governor Murtala Nyako. That acting assignment was separate from the mandate he later secured in the 2019 governorship election. Both the 2019 and 2023 election processes included supplementary voting.

Current responsibilities

As governor, Fintiri leads the state administration rather than the legislature. Ministries and agencies carry out executive programmes, while the House of Assembly considers laws and spending proposals. The state’s published 2026 budget records the administration’s plans and approved allocations.
